This is an interesting job of integrating of a 3rd party service via scripts and policies on NetScaler.
I know it is possible to achieve this through iRules so I assume NetScaler can do the same.
You have to send portions of incoming requests as a web-service to an IP address,
get instructions from the external service via HTTP, to be stored as key/value sets,
block requests or modify responses based on the K/V sets.
